Mwala MP Demands Removal of Mbiuni OCS Over Alleged Crime Links and Security Failures

Mwala Member of Parliament Vincent Kawaya has called for the immediate removal of Francis Mutua, the Officer Commanding Station (OCS) at Mbiuni Police Station, citing what he described as a collapse of security and integrity in the area.
Speaking during a security meeting at Mbiuni Market, Kawaya outlined a series of allegations against the officer, which he termed serious and deeply disturbing.
According to the MP, the OCS is allegedly linked to a criminal gang known locally as P13, which residents claim has been terrorizing business owners and local families. Kawaya said the gang’s activities have created widespread fear among traders and ordinary wananchi, disrupting business operations and daily life.
He further alleged that instead of combating drug abuse, the officer has been involved in the trafficking of bhang within the area. Kawaya described the claims as troubling and unacceptable, emphasizing that law enforcement officers must lead the fight against narcotics rather than be associated with illegal drug networks.
The legislator also accused the officer of protecting illegal sand harvesting activities despite repeated concerns from residents and environmental advocates. He warned that the continued extraction is degrading the environment and undermining the wishes and livelihoods of the local community.
Kawaya urged security authorities to launch a thorough investigation into the allegations and take firm action if wrongdoing is established.
Residents who attended the meeting echoed the MP’s concerns, calling for enhanced security measures and accountability within local law enforcement to restore safety and trust in the area.
