Garissa Speaker Calls for Deeper Banking Partnerships to Drive Devolution and Enterprise Growth

The Speaker of the Garissa County Assembly has called for stronger collaboration between county governments and financial institutions to accelerate economic growth and fully operationalise devolution.
Speaking during the KCB MD – Kenya Engagement Corporate & MSME Dinner, Garissa Chapter, hosted by KCB Bank Kenya Limited Managing Director Ms. Annastacia Kimtai, the Speaker emphasized the central role of the banking sector in advancing fiscal decentralisation and enterprise development.
The high-level engagement, graced by H.E. Governor Nathif Jama, brought together political leaders, religious leaders, and entrepreneurs, creating a structured platform for direct dialogue between financial institutions and the local business community.
In his remarks, the Speaker underscored that banks are not peripheral actors in the devolution agenda but rather critical drivers of capital flow, investment, and sustainable county growth. He noted that strategic partnerships between county governments and financial institutions are indispensable to strengthening local economies and ensuring the long-term success of devolved governance.
He challenged KCB to expand its footprint beyond Garissa town by extending structured financial services to sub-county levels, arguing that true financial inclusion must be anchored on accessibility and proximity to grassroots enterprises. According to the Speaker, financial products must also be tailored to reflect local economic realities.
Particular emphasis was placed on unlocking the potential of high-growth sectors such as livestock production and cross-border trade, which form the backbone of Garissa’s economy. He urged the development of customised financing instruments and affordable credit facilities to empower entrepreneurs, catalyse business expansion, and stimulate long-term investment.
The engagement reaffirmed the importance of public-private partnerships in building resilient local economies, with leaders expressing optimism that strengthened collaboration between counties and banks will accelerate inclusive growth and shared prosperity in Garissa and beyond.
