Machakos Women Rep Hon Joyce kamene Demands Answers Over Stalled Matuu–Ekalakala Road Project




The Machakos County Women Representative has demanded urgent clarification from the national government over the prolonged delay and deterioration of the Matuu–Ekalakala Road, a project launched seven years ago but still far from completion.

Rising on a Statement under Standing Order 44(2)(c), the Women Rep recounted the troubling history of the KES 1.2 billion road project, which was expected to be completed in February 2020. Construction commenced on 19th August 2017, but the original contractor later abandoned the site, forcing the government to sub-contract the works. Despite this intervention, the project has stalled for over five years beyond its original completion date.

She described the current condition of the road as “dismal and unacceptable,” highlighting that previously completed sections are already crumbling with potholes, making the route nearly impassable for motorists and pedestrians. The deteriorating state has disrupted the movement of people and goods, slowed economic activity, and endangered road users across Masinga and neighbouring communities.

In her address to the House, the Women Rep sought a comprehensive Statement from the Chairperson of the Departmental Committee on Transport and Infrastructure. She requested:

1. A detailed work plan showing financial allocations, timelines, and steps for ensuring the project is completed with durable, high-quality workmanship.


2. The percentage of work done to date, total payments made to contractors, and measures put in place to maintain already completed sections.


3. The due diligence measures used when awarding major road contracts, and the safeguards established to prevent loss of public funds due to contractor negligence or abandonment of works.



She emphasized that residents of Machakos, particularly in Masinga Constituency, have waited long enough and deserve a functional, safe, and durable road. She urged the Committee to prioritize the matter and hold contractors accountable for delays and poor workmanship.

The Women Representative concluded by reaffirming her commitment to ensuring that taxpayers’ money is protected and that essential infrastructure projects meet the standards required to spur development and improve livelihoods in Machakos County.
