NPSC Calls on Public to Give Feedback on Draft Police Recruitment and Appointment Regulations

The National Police Service Commission (NPSC) has invited Kenyans to take part in shaping the future of policing through public participation on the Draft National Police Service Commission (Recruitment and Appointment) Regulations, 72025.

The Commission, established under Article 246 of the Constitution, is mandated to recruit and appoint officers to the National Police Service, oversee promotions and transfers, and exercise disciplinary control over members of the service.
The proposed regulations, developed in line with Section 28 of the NPSC Act, seek to streamline the recruitment process, enhance transparency, and ensure merit-based selection. According to the Commission, the move is guided by the national values and principles of governance outlined in Articles 10 and 232 of the Constitution.

A series of public participation forums will be held across 17 regions in the country, providing a platform for stakeholders—including members of the public, government institutions, professional bodies, religious groups, academia, civil society organizations, and other interested parties—to review the draft and offer feedback.

“We believe the success of these regulations depends on the quality and diversity of feedback we receive,” the Commission stated, urging Kenyans to either submit written memoranda or attend the scheduled forums as advertised on its website and local newspapers.

The NPSC reaffirmed its commitment to ensuring that police recruitment reflects the values and aspirations of the Kenyan people.
