CEO Registrar of Political Parties John Cox Calls for Stronger Collaboration to Reduce Election Disputes Ahead of 2027 Polls

The Registrar of Political Parties, John Cox  has called for enhanced collaboration among electoral stakeholders to minimize pre-election disputes ahead of the 2027 General Election.

Speaking during the launch of the Independent Electoral and Boundaries Commission (IEBC) 2022 Pre-Election Dispute Resolution Committee Report, CEO Registrar of political parties John Cox commended the commission for documenting lessons from the 2022 electoral process and using them to strengthen preparations for future elections.

He congratulated the IEBC's Dispute Resolution Committee for its dedication in handling electoral complaints and ensuring justice for parties involved in election disputes. He also praised the commission's efforts to reduce the number of disputes over successive election cycles, noting that the trend reflects progress in improving Kenya's electoral processes.

He  emphasized that preventing disputes begins with strengthening electoral systems rather than waiting for conflicts to arise. He said greater clarity in electoral laws, regulations and administrative processes within the IEBC, the Office of the Registrar of Political Parties (ORPP), and political parties would significantly reduce disagreements.

Looking ahead to the 2027 General Election,he   said the ORPP has identified several areas requiring closer collaboration with the IEBC. Among the priorities is increased public awareness and civic education to ensure voters, candidates and political parties fully understand electoral laws and procedures.

The CEO also highlighted the need to review issues surrounding party nominations, stressing that party nominations should be based on certified party membership registers as provided for under the Constitution, the Elections Act and the Political Parties Act. According to Koki, proper adherence to nomination procedures would help reduce many disputes that arise before elections.

The Registrar further called for clearer regulations governing independent candidates to distinguish them from political party candidates, particularly during the nomination period. He observed that uncertainty in this area often contributes to disputes when candidates shift between parties or seek independent candidature.
Koki also urged improvements in the verification and authentication of nomination lists submitted by political parties, saying stronger coordination between the ORPP and the IEBC would enhance transparency and reduce disputes before candidate registration.

He concluded by saying the lessons contained in the 2022 Pre-Election Dispute Resolution Committee Report provide an important roadmap for strengthening electoral integrity ahead of 2027. He noted that the ORPP and the IEBC must continue working together to eliminate avoidable disputes and build greater public confidence in Kenya's electoral process.

"Transparency is not simply about giving explanations when questions are asked, but about conducting processes in a manner that inspires public trust,"  he  added
